Bruce J. Flanz
Executive Vice President & Chief Operating Officer
Medisys Health Network, Inc.

Mr. Flanz has been with the Jamaica Hospital Medical Center since 1975, and has served as Executive Vice President and Chief Operating Officer since 1980. He has guided the team in strategically positioning JHMC as the leader in its market, an accomplishment that would not have been possible without a cohesive team involving all 3,000 employees. Under Mr. Flanz' guidance it has become clear to all at JHMC that our greatest asset is a motivated workforce and that we are only as good as our weakest link. In recognition of this unique approach to staff development, Arthur Andersen selected JHMC as the, "Best Practices Award Winner for Motivating and Retaining Employees." In his expanded role as EVP and COO of Flushing Hospital Medical Center and Brookdale University Hospital Medical Center, Mr. Flanz is applying the same leadership principles and practices at these financially troubled organizations, and the results are clearly evident.

His accomplishments regarding Jamaica Hospital, and the MediSys Health Network include:

  • A key member of the leadership that brought about the transformation of the old Jamaica Hospital, an antiquated and financially distressed facility, to the modern and financially sound Jamaica Hospital of today. Built one of New York City's busiest Level I trauma centers.
  • Serves as a critical member of the team that agreed to rescue Flushing Hospital from the threat of closure. Led Flushing Hospital out of bankruptcy in 14 months and achieved financial stability.
  • Serving as a critical member of the team that agreed to manage the financially troubled Brookdale Hospital, taking it from significant annual losses to financial stability and regaining its place as a market leader in Brooklyn.

His accomplishments regarding Health Care Policy Planning include:

  • Working tirelessly to increase access to healthcare by leading lobbying efforts to create a new hospital reimbursement system in New York State which partially compensates hospitals for charity care, as well as a capital financing system for financially distressed institutions. Serves on AHA’s Coverage and Access Task Force.

His accomplishments regarding Emergency and Disaster Preparedness include:

Leading a multi-pronged, network-wide disaster response program:

  • Developed Jamaica Hospital's integrated disaster response program, sending full-service medical teams to disasters in distant communities, including Hurricane Andrew in 1992 and the Ice Storm in Upstate NY in 1998, and deploying mental health response teams to support families of the Flight 800 crash and the Egypt Air crash.
  • Created a Nuclear, Biological, Chemical Incident Task Force, which coordinates our three-hospital network's response to potential incidents of these types.
  • Served on AHA's Invitational Forum on Hospital Preparedness for Mass Casualties.
  • Currently serves as chair of the Statewide Emergency Preparedness Task Force for the Healthcare Association of New York State.

His accomplishments as an educator and mentor include:

  • Ongoing leadership and involvement in academia, having achieved the rank of full professor at Long Island University where he taught in the Master’s Program in Health Care Administration including courses in Budget and Finance, Human Resources Administration, and Community and Governmental Relations.

Mr. Flanz received a Masters of Business Administration Degree from Baruch College and The Mount Sinai School of Medicine. He is a member of HANYS' Community Health Task Force and HANYS' Executive Advisory Committee on Quality Initiatives, and is past Chairman of the Greater New York Hospital Association Health Planning Committee. He is a delegate to the American Hospital Association Regional Policy Board 2. Mr. Flanz is also a Board member of Neighborhood Health Providers, a Medicaid managed care organization, and Chairman and one of the founding members of the International Association of Medical Bike Units.
